Professor Marzena Czarnecka

Head of the Department of Energy Transformation at the University of Economics in Katowice, Minister of Industry, legal advisor with experience in the regulatory sector, and Doctor habilitatus in economic sciences. Specializes in regulatory affairs, consumer policy, competition law, as well as energy law and labor law. Author and co-author of scientific works in the fields of energy and economic law. For over 20 years, she has run a legal advisory office and collaborated with all the major, mainly private, energy companies in Poland. In her professional career, she has also worked as an in-house lawyer for energy companies. Long-standing Judge of the Disciplinary Court of the Regional Chamber of Legal Advisors in Katowice.

Since 1994, she has been professionally affiliated with the University of Economics in Katowice, formerly known as the Academy of Economics. Academic teacher, lecturer, researcher, and speaker at national and international conferences. Professor and head of the Department of Energy Transformation at the University of Economics in Katowice, former coordinator of the European project "Tools for Diversity." She also lectures at universities in Europe, including Saarbrücken (Germany) and Granada (Spain). For several years, she served as the representative of ACC Europe in Poland. 

She obtained legal advisor qualifications and started her professional practice in her own law firm. In 2007, she became a member of the Regional Disciplinary Court at the Regional Chamber of Legal Advisors in Katowice. From 2010 to 2012, she served as a coordinator at Vattenfall Sales Poland, and from 2012 to 2017, she was the Director of the Legal Department at the Tauron Group. In 2013, she became a member of the Energy Trading Society and the coordinator of the Energy Section at the Center for Antitrust and Regulatory Studies (CARS). She joined the editorial board of the "Internet Antitrust and Regulatory Quarterly." She also assumed the role of Chairperson of the Supervisory Board of the Specialist Hospital in Zabrze.

On December 13, 2023, she was appointed Minister of Industry.


Dr. Vicente López-Ibor Mayor

Vicente López-Ibor Mayor is an expert in the energy sector, he shares the academic

world with the business world, where he has been working for more than twenty-eight years.

He has been a member of the Steering Committee and the Legal Group of EURELECTRIC (European Grouping of the Electricity Supply Industry), as well as the “Law and “Europe–Law” Groups of UNIPEDE (Union of International Producers and Distributors of ElectricalEnergy), European Group made up of the main electricity companies of the European Union. He has been an Expert of the Energy Commission, of the Economic and Social Committee of the European Communities; Special Adviser to the Commissioner for Energy, Transport; and of the Commissioner for Institutional Affairs of the European Commission and for the reform of the Treaty (IGC).

He has been Member of the National Commission of the Electrical System (CNSE) and Advisor of the National Energy Commission (CNE), current National Commission of Markets and Competition (CNMC). He is a founding member of the European Council of Energy Regulators and draftsman-rapporteur of the founding document. He is President of the Committee of Former Energy Regulators of the CNE.


Borys Budka, Ph. D.

Adjunct of the Department of Energy Transformation at the University of Economics in Katowice, Polish politician, member of Sejm of the 7th, 8th and 9th legislature, Minister of Justice in 2015, Minister of State Assets from December 13, 2023, to May 13, 2024, elected as a Member of the European Parliament in 2024.

He graduated from the University of Silesia in Katowice, where he obtained his master's degree in law. in 2011 he completed his doctorate in economics. His professional career began in academia, where he served as an assistant professor in the Department of Law at the University of Silesia. Currently, he is an Assistant Professor in the Department of Energy Transformation at the University of Economics in Katowice. He completed his legal advisor apprenticeship and began his professional practice as a legal advisor in 2007.

In the 1990s, he was a member of the Freedom Union. In the local elections of 2002, 2006, and 2010, he was elected as a city councillor in Zabrze. From 2002 to 2005, he served as vice-chairman and then as chairman of the city council until 2006. In 2006, he joined the Civic Platform (PO). In the 2011 parliamentary elections, he successfully ran for the Sejm of the 7th term from the PO list. On May 4, 2015, he was appointed Minister of Justice in the government of Ewa Kopacz, a position he held until November 16, 2015, when Beata Szydło's government was sworn in. In the 2015 elections, he was re-elected to the Sejm from the PO list. On February 26, 2016, he was elected vice-chairman of the Civic Platform. On December 13, 2023, Budka was appointed Minister of State Assets, a position he held until May 13, 2024. In 2024, he was elected as a Member of the European Parliament.

Professor Raphael Heffron

Professor Raphael Heffron is a Professor in Energy Justice & The Social Contract at the Universite de Pau et des Pays de l’Adour in France. He currently co-leads a major multi-million euro research project on energy justice and the social contract.

Professor Heffron is also Jean Monnet Professor in the Just Transition to a Low-Carbon Economy awarded by the European Commission (2019-2022). In 2020, he was also appointed as Senior Counsel at Janson law firm in Brussels (Belgium). Professor Heffron is a qualified Barrister-at-Law, and a graduate of both Oxford (MSc) and Cambridge (MPhil & PhD). He has acted as an energy consultant for companies and international institutions worldwide.

His work all has a principal focus on achieving a sustainable and just transition to a low-carbon economy, and combines a mix of law, policy and economics. He has published over 200 publications of different types and is the most cited scholar in his field worldwide (3800+ Scopus/GoogleScholar 7400+) with translated work in multiple languages including Chinese, Persian, Turkish, Arabic, Italian and Spanish. Professor Heffron has given just over 200 keynote or guest lectures in 64 countries worldwide. In addition, he holds a number of visiting appointments across universities worldwide. Professor Heffron has written policy reports for international institutions across the world and his research has been used by businesses internationally.


Professor Aoife M. Foley

Professor Aoife M. Foley is Chair in Net Zero Infrastructure at The University of Manchester’s School of Engineering, bringing over 15 years of academic expertise in energy and sustainability and nearly 15 years of global engineering experience across energy, pharma, telecoms, and local government. Previously a Professor in Sustainable Engineering at Queen’s University Belfast, she has developed interdisciplinary research addressing energy and climate challenges, published in prestigious journals like Nature Energy, Applied Energy, and Renewable Energy.

Her academic credentials span multiple engineering fields, holding a PhD in Energy Engineering from University College Cork, complemented by degrees in Transportation (Trinity College Dublin) and Environmental Engineering (UCC). Professor Foley’s research consistently places her among the Top 2% of global
scientists according to Stanford and Elsevier rankings. Her influence extends through keynote presentations worldwide and awards, including the 2019 Bill Curtain and Jose Maria Sarriegi Awards.

Professor Foley also serves as Editor-in-Chief of Renewable and Sustainable Energy Reviews, a leading journal in sustainable energy, and held an affiliate position with MIT. She actively contributes to the global engineering community through various advisory roles, cementing her reputation as a leading voice in sustainable engineering and net-zero infrastructure.

Dr. Marcin Kraśniewski

Marcin Kraśniewski, Ph.D. of Law, is an assistant professor at the Department of Energy Transformation at the University of Economics in Katowice. In 2021–2022, he worked at the Faculty of Law of the University of Lucerne. He specialises in public economic law, European economic law, energy law, economic regulation, administrative law and procedure, as well as the functioning of infrastructure sectors. He is the author of over 50 scientific publications. He is a member of the World Energy Council, accredited to the United Nations, and a member of the Polish Association of European Law. He has been a secretary and collaborator at the Climate and Energy Laboratory of the Centre for Antitrust and Regulatory Studies at the University of Warsaw. He was also a Polish delegate to the COP26 (Glasgow) and COP28 (Dubai) climate summits.

Professor Jurgita Malinauskaite

Jurgita Malinauskaite is Professor of Law and the Head of Brunel Law School working at Brunel University of London since January 2008. Jurgita is also a visiting professor at Vytautas Magnus University, Lithuania. Her research expertise lies in competition law, energy law, and waste law. Her recent books are as follows: the edited book Hunter, Kraśniewski, Malinauskaite and Czernecka (2024) 'Routledge Handbook of Consumer

Halima I. Hussein is a PhD Researcher at the University of Pau and CNRS in France. Her PhD is on the nexus between energy justice and international trade. Dr. Alicia Philips 

Alicia Phillips is a PhD Researcher at the University of Pau, TREE Laboratory & the CNRS- France. Her research explores human rights, climate change and energy justice across Latin America, the EU, Africa, and Asia. A lawyer, she completed professional legal studies in Barbados and Trinidad & Tobago, the West Indies. Professor Maciej M. Sokołowski 

Doctor of law (PhD) with habilitation (Doctor of Science, DSc) in legal science. Specially Appointed Associate Professor at the Faculty of Policy Management of Keio University, also affiliated with the Faculty of Law and Administration at the University of Warsaw. Expert in the field of energy law, climate policy, energy sector and just energy transformation. Author of three books on energy regulation, editor of three books on smart cities, as well as author of about ninety papers and reports on public law and climate-energy policy. Reviewer of recognised journals. Dr. Madeline Taylor

Dr. Madeline Taylor is Director of Research Training and Senior Lecturer at Macquarie Law School, Deputy Director of the Centre for Energy and Natural Resources Innovation and Transformation (CENRIT), Co-Lead of the Energy, Communities, and Market Regulation Stream of the Transforming Energy Markets Research Centre, Honorary Associate at the Sydney Environment Institute and Member of the Sydney Institute of Agriculture. Madeline specialises in issues at the intersection of socio-legal aspects of energy and natural resources law, as well as property and commercial law. Her research advances the novel examination of transitioning energy regulation and energy policy from comparative and socio-legal perspectives, including the governance of energy and the division of rights and benefits between the state, energy developers, landholders, and communities. Dr Taylor is an Australian Research Council (ARC) ECR Industry Fellow from 2025-2028 working with her Industry Partners NSW Department of Primary Industries and Spark Renewable on their project entitled "The Foundational Australian Agrivoltaics Regulation Model (FAARM) Project". 


Professor Rute Saraiva

Rute Saraiva is an Assistant Professor at University of Lisbon School of Law and Integrated Researcher at the Research Centre for European, Economic, Financial and Tax Law – CIDEEFF, Program Board Member of the Climate Change Law Research Centre of Faculty of Law and Administration of the University of Lodz, and Member of the F3 College– Food, Farming and Forestry of the University of Lisbon. Her main research interests include Behavioural Law & Economics, Regulation, Environment and Agri-Food Law.


Grzegorz Zych

Grzegorz Zych is a graduate of the Faculty of Law and Administration at the University of Silesia in Katowice, where he earned his Master of Law degree. He is currently professionally associated with the Department of Energy Transformation at the University of Economics in Katowice, where he is engaged in scientific and didactic activities. He is the author of works on energy transition, energy justice, and energy markets, and a commentator on Polish energy legislation. In addition to his scientific activities, he works with a law firm, providing legal services to energy companies.


Proferssor Thomas Walker

Thomas Walker is a full professor of Finance at Concordia University in Montreal, Canada. He
has published over eighty journal articles and twenty books in the area of sustainable finance and emerging risk management. He was a Department Chair and the Associate Dean of Research at Concordia. He currently serves as Director of the BMO Centre for Capital Markets and holds the Concordia University Research Chair in Emerging Risk Management.

Tekla SZÉP, PhD

She is a habilitated associate professor at the University of Miskolc, a research fellow at UNEC Women Researchers Council and a Bolyai scholarship holder. She is an economist, and her research interests are focused on energy economics with special emphasis given to the sustainable energy transition. In addition to her work, she has also directed a variety of national and international EU funded projects. She has vast experience in proposal writing, project management and evaluation, policy monitoring. Tekla has been cooperating with consortium partners and colleagues from different European universities, companies, national and international organizations. She holds a PhD in Management and Business Administration.


Professor Saulė Milčiuvienė

She is an Associate Professor at the Faculty of Law, Vytautas Magnus University, specializing in energy law and EU law. In 2006, she earned her Ph.D. in Law from Mykolas Romeris University with a dissertation titled Electricity Price Regulation in the Energy Market. Since 2011, Dr. Milčiuvienė has been a faculty member at VMU, serving as Vice-Dean of the Faculty of Law from 2015 to 2018 and joining the VMU Senate in 2015. She has published over 30 scientific works and actively engages in international research projects.


Dr. José Grabiel Luis Cordova

He is Assistant Professor at the Groningen Centre of Energy Law and Sustainability (GCELS) and the Security, Technology and e-Privacy (STeP) Research Group since 2024. Luis Cordova is also Associate researcher at the Private and Economic Law Group, Faculty of Law and Criminology, Vrije Universiteit Brussel (VUB) since 2018. He developed a Joint PhD between the Vrije Universiteit Brussel (VUB), Belgium, and the Universidad Central “Marta Abreu” de Las Villas (UCLV), Cuba. He was Assistant Professor in the Faculty of Social Sciences at UCLV (2016 – 2024).


Dr. Rabaï Bouderhem

He is currently an assistant professor in the College of Law at Prince Mohammad Bin Fahd University and the Chair of the Quality, Assurance and Accreditation Committee. He completed all his studies in law (BA, Master degree and PhD) at the University of Burgundy in Dijon, France. Dr. Rabaï has several years of experience in teaching, research and curriculum development at undergraduate and graduate levels in different countries (France, Morocco, Uzbekistan, Saudi Arabia).
He is also a research associate at the CREDIMI (Centre de Recherches sur le Droit des Marchés et des Investissements Internationaux, FRE 2003, CNRS/University of Burgundy, Dijon, France). Dr. Rabaï has presented his research in international conferences (Singapore, Switzerland, Saudi Arabia, UAE, Oman, and Morocco) and published several articles in peer-reviewed journals in areas relating to European law, AI regulation, public health, energy and international economic law.


Paolo Serotti

Paolo Serotti is an Italian researcher specializing in energy security and international relations. He earned his master’s degree in development economics and international Relations from the University of Pavia. His thesis focused on the European Union's decarbonization strategies and energy security, using Lithuania as a case study. Serotti’s research analyzed the dynamics of "Energy Islands" and the importance of transitioning to sustainable energy sources to reduce regional energy vulnerabilities.
His academic background also includes a bachelor’s degree in political science, where he explored theories of European integration and the EU’s response to the COVID-19 pandemic. His research is driven by a strong interest in how sustainable energy transitions can enhance security and stability within the European context, ultimately contributing to a more resilient and integrated energy network.


Professor Katarzyna Gromek-Broc

Katarzyna Gromek-Broc is a Professor in EU Law at the Department of Political and Social Sciences, University of Pavia.  In 2020, she was a Jean Monnet Module Bid Winner and, in 2021, as a Team Member (EUA Africa-Connect).  In 2019, she was awarded a prestigious VLOEBERGHS CHAIR in Law, at the VUB (Vrije Universiteit Brussel), Brussels.  She has taught Environmental Law and Policies since 2001. Environmental protection was also her subject of research when she was a visiting Professor in 2003 at Stetson College of Law, US: the Institution pioneering in Wetland Law and Policy, Protection of Biodiversity and Ecosystems. She taught and researched widely in Europe, Asia, Australia and South America, precisely at the Institute of European Studies of Macau, Golden Gate University, San Francisco, Stetson College of Law, Florida and many others.  Her research attracted numerous awards and funding: the AHRB Award, the British Academy Award; won Strategic Fund Competition, more recently secured some funding for two projects: one on Energy Transition, and another on Law and Technologies.


Professor Fatih Buğra Erdem

Prof. Dr. Fatih Buğra Erdem obtained his LL.B. degree from Atılım University. Following his graduation, he practiced law as a member of Ankara Bar Association. Thereafter, he was awarded with a scholarship to pursue his graduate education in the United Kingdom. He, accordingly, received his LL.M. degree from Birkbeck College, University of London and his PhD from Brunel University London, respectively. He focused on corporate mergers and acquisitions throughout studying his master degree, and abuse of dominant position in the context of EU competition law during his doctoral education. He is currently working at Freie Berlin University and the Social Sciences University of Ankara, School of Law as of 2021.


Dr. Erman Eroğlu

Erman Eroğlu received his LL.B. from Ankara University Faculty of Law and started his legal career in Istanbul. Awarded a scholarship to study in the U.S., he attended The University of Texas at Austin, Boston University, and Penn State Law, completing an LL.M. in international business law. After finishing his doctorate at Case Western Reserve University, he contributed to Türkiye's 12th Development Plan. In 2024, he was a visiting professor at Sciences Po in Paris, and he currently serves as an assistant professor at the Social Sciences University of Ankara.


Professor Valeria Lymar

A head of international relations and foreign policy department of Vasyl’ Stus Donetsk National University (Ukraine) doctor of economic sciences, professor, the author of more than 60 papers, published in international scientific journals (6 – in SCOPUS base, 2 – in WoS). Participant of the international scientific projects (Great Britain, Italy, Poland, Bulgaria, India).  Member of Ukrainian NGO "Ukrainian Association of International Economists" (certificate № 1306 dated 25 May, 2021); Member of the NGO "Ukrainian Centre for International Relations" (certificate №1 dated 23 October, 2021).


Dr. Matúš Michalovič

JUDr. Matúš Michalovič, PhD., is an assistant professor at Comenius University in Bratislava, Faculty of Law, where he has been part of the Department of Administrative Law and Environmental Law since 2018. He completed his master’s law degree and postgraduate degree at the same institution. His research and teaching primarily focus on environmental protection and the legal dimensions of climate change, exploring how law can address pressing environmental challenges. Matúš is part of national and international research projects, actively improving environmental legislation and raising awareness of environmental and climate issues.


Professor  Michael Carnegie LaBelle

He is an associate professor at Central European University in the Department of Environmental Sciences and Policy. In 2022 he held the position of Open Society University Network Senior Fellow, at the Queen Elizabeth II Academy for Leadership in International Affairs, based at Chatham House, The Royal Institute of International Affairs. He is an International Member of the Centre for Energy and Natural Resources Innovation and Transformation (CENRIT) at Macquarie University, Australia. From 2017 - 2021 he held the Jean Monnet Chair in Energy Innovations and Strategies at CEU, awarded by the European Commission.


Professor Johannes Saure

Johannes Saurer is Professor at the Faculty of Law at the University of Tübingen, where he holds the Chair for Public Law, Environmental Law, Law of Infrastructure and Comparative Law. He is a graduate of the University of Tübingen, the University of Bayreuth (Dr. iur. 2004, Habilitation 2011) and the Yale Law School (LL.M. 2008). Prior to his current position he has been a Professor for Public Law at the University of Bielefeld. He has written the books „Die Funktionen der Rechtsverordnung“ (Duncker & Humblot 2005) and „Der Einzelne im Europäischen Verwaltungsrecht“ (Mohr Siebeck 2014) and a broad range of articles on issues of public law including on German and European dimensions of environmental law, climate law and energy law. Since many years Prof. Saurer conducts research projects and promotes academic discourse on the law of energy transition in international perspective.

Professor Luis Mundaca

Luis Mundaca is a Professor at the International Institute for Industrial Environmental Economics at Lund University (Sweden). His research, educational, and outreach activities focus on the intersection of behavioural and environmental economics, particularly in the context of policy experimentation and policy evaluation. Mundaca's primary research areas include behaviour change, energy use, finance, transportation, and climate change mitigation. He served as a Lead Author for the IPCC Fifth Assessment Report on Climate Change Mitigation and the Global Energy Assessment. He was also a Lead Author for the IPCC Special Report on Global Warming of 1.5°C. He is currently a member of the editorial boards of Applied Energy, Climate and Development, and Energy, Sustainability and Society.


Emine Meliknur Kiliç


Professor Eryk Kosiński

Eryk Kosiński is chair of Public Economic Law Department, Adam Mickiewicz University, Poland; acting president of the PGE Polish Energy Group in Warsaw, Poland; member of the Board of the Polish Economic Society, Poland; and Fulbright Fellow, James Baker Institute for Public Policy, Centre for Energy Studies, Rice University, Houston, USA (2023/2024). He is a visiting professor at Kharkiv National Air Force University, Ukraine (2021–present); International Graduate School of Business and Management, Institute of Industrial Management, Economics and Trade, St. Petersburg Polytechnic University, Russian Federation (2015–2020); and the School of Law at Reykjavik University, Iceland (2014).


Dr. Magdalena Porzeżyńska

Doctor of law, Assistant Professor at the Faculty of Law and Administration, University of Warsaw. Visiting Scholar at the University of Turin, where she is working on a project in the field of State aid law and sustainability, which received the Seal of Excellence in the European Commission’s competition for Marie Skłodowska-Curie Individual Fellowships. Legal advisor, head of the energy transformation practice at the Brysiewicz, Bokina & Wspólnicy law firm. She specializes in energy law, in particular in issues related to RES projects and the State aid and EU funds. Lecturer, among others, within LLM EU Energy and Climate Law at the University of Warsaw.


Professor Dariusz Michalski

Dariusz Michalski, Ph.D., is a Professor at the University of Bielsko-Biała and an expert in management, finance, and controlling, with extensive experience in operational management within large enterprises. His expertise spans various aspects of commodity markets, risk management, and management control. His research interests encompass both practical and theoretical areas, including governance, sustainability, ESG (Environmental, Social, and Governance), finance, strategy implementation, risk management, and corporate risk controlling. Dr. Michalski has authored more than 100 publications on topics such as management control, controlling, risk control, risk management, and commodity markets, making significant contributions to both academia and practice. Additionally, he has authored or co-authored eight books addressing these key issues.


Professor Katarzyna Bilińska 

Professor and head of Marketing Management and Tourism Department, at the Faculty of  Management, University of  Economics in Katowice in Poland. She is interested in issues regarding management and marketing. She is an author or co-author of 190 publications. She has taken part in teaching program Erasmus and Erasmus plus and lecturing in Germany, France, Finland, Cyprus, South Korea, China, Russia. She actively participates in different research. She has also run many business researches for companies and has been a consultant in marketing and management.


Professor Marek Cierpiał-Wolan

Marek Cierpiał-Wolan has a Ph.D. from the Warsaw School of Economics. He is an associate professor in the Department of Quantitative Methods and Computer Science at the Institute of Economics and Finance of the University of Rzeszów. He is vice-president of the Polish Statistical Association, editor-in-chief of the scientific journal The Polish Statistician (Warsaw), and scientific secretary of the Statistics in Transition new series (Warsaw). He is the author of over 100 national and international publications, an organiser and active participant of many scientific conferences, and a manager and expert in international research projects.


Dr. Aleksandra Lubicz-Posochowska

Aleksandra Lubicz-Posochowska has a PhD in law and is an assistant professor in the Department of Energy Transformation at the University of Economics in Katowice, and an attorney at the District Bar Association in Katowice. Her research practice deals with issues of business activity, company law, and competition law in application with energy law.


Professor Michał Domagała

Michał Domagała is head of the Department of Public Economic Law and dean for Education at the Faculty of Law, Canon Law, and Administration of the John Paul II Catholic University of Lublin. His research focuses on energy law, including in particular issues related to energy security and the principles of cooperation between energy companies, regulation of business activity, and administrative and court-administrative procedure. He is the author of scientific articles and monographs in the field of energy law. He is also a member of the Scientific Council for Local Government at the Minister of the Chancellery of the Prime Minister for Local Government Development and a member of the Expert Team for Biomethane appointed by the Minister of Agriculture of the Republic of Poland. He is also an attorney-at-law.


Dr. Dorota Benduch

Dorota Benduch is an assistant professor in the Department of Energy Transition at the University of Economics in Katowice. She holds a PhD in Economics from the University of Economics in Katowice and a Master of Laws degree from the Faculty of Law and Administration at the University of Silesia. Bartłomiej Kupiec

Bartłomiej Kupiec is a lawyer and climate policy analyst with expertise in the intersection of law, energy policy, and climate governance. He holds a Master of Laws from Jagiellonian University in Kraków and a Master of Public Policy from the Hertie School of Governance in Berlin. He is also an alumnus of the School of American Law, organized by The Catholic University of America’s Columbus Law School in partnership with Jagiellonian University, and the School of German Law, run by Rheinische Friedrich-Wilhelms-Universität Bonn in collaboration with the University of Warsaw. Currently, Bartłomiej is pursuing his doctoral dissertation at Jagiellonian University, focusing on regulatory frameworks that support energy communities and energy justice.
